Former Governor Pat Quinn pitched a plan this week and says the Supreme Court should appoint an 11-member commission to redraw political boundaries.

The leaders of the Independent Map Amendment movement want the Illinois Supreme Court to take another look at their initiative.

The Illinois Supreme Court last week ruled that a voter referendum seeking to change how the state draws political boundaries was unconstitutional and can't appear on the November ballot.

Independent Maps has scheduled a Wednesday morning news conference to announce its plans following last week's Supreme Court defeat.

"I'm somebody who has been passing petitions in Illinois for the past 40 years", said Quinn, who led the 1980 referendum effort that reduced the size of the Legislature, the only time the Illinois Constitution has been amended through a petition drive. However, the majority completely ignored Independent Maps' "plain language" argument explaining why the amendment meets that requirement. Four of the seven justices would have to vote to rehear the case.

"Democracy only works when people have a choice at the ballot box, but career politicians rig the system by drawing partisan, gerrymandered districts taking away this choice", Bernas said. The lawyer who challenged the proposal is an election attorney for many prominent Democrats, including Madigan.

Independent Maps spokesman Dave Mellet said the court's majority opinion was inconsistent.
