Hillary Clinton proposes that no family should spend more than 10 percent of its income on child care. His proposal, for six weeks of maternity leave, is an intriguing entrant to the debate about how to help ensure that everyone can be there when the people they love need them most.

More importantly, tax credits are a progressive benefit. Plus, the limited benefit would constitute an improvement for those mothers who now get no paid leave at all.
