White House budget proposal cuts domestic spending, boosts military

Increased spending on defense (by 10pc) and security (by 7.3pc) has deemed more moderate than one would have expected, given the party's bellicose history.

Meanwhile Wednesday, Trump met with auto industry representatives in Detroit, where he said his plans to re-examine federal fuel efficiency standards would spark a revival of American-produced vehicles.

Aside from the Department of Defense, the agencies that benefit are Veterans Affairs and Homeland Security.

Departments that fall within NDD are preparing for the worst.

Trump's budget would defund the Corporation for Public Broadcasting, which funds PBS and NPR, and received $445m from taxpayers in fiscal year 2016. Trump has been outspoken in criticizing the Environmental Protection Agency, and his EPA administrator, Scott Pruitt, denied the scientific link between carbon dioxide emissions and global warming. So too will the Department of Transportation, despite Trump's pledge to fix the nation's crumbling infrastructure.

The EPA will see its budget shaved by about 31 percent, or $2.6 billion; Agriculture would lose almost 21 percent cut, or $4.7 billion; and the State would be down 28 percent, or $10 billion.

Today we'll get a first look at Donald Trump's vision for the government.

Opposition to the budget will likely surface in a few different ways.

The lengthy Texas portion of the border is defined by the Rio Grande - a fact at the heart of a broad consensus among security experts, and federal and state officials from both parties in Texas, that a physical barrier is neither necessary nor feasible along most of that.

Mulvaney said he assembled the $1 trillion spending outline for the fiscal year beginning October 1 by drawing directly from Mr. Trump's campaign speeches, interviews and other statements. Many Democrats think the defense budget doesn't need to be further inflated.

"There is no question this is a hard power budget", Mulvaney said. "So the $1.5 billion gives allows us to start that program", he said.

Trump's proposal will face resistance from Capitol Hill, and not just with opposition Democrats outraged over cuts to pet programs such as renewable energy, climate change research and rehabilitation of housing projects.

Republican Senator Rob Portman, whose home state of OH sits on the southern shores of Lake Erie, expressed concern about media reports saying the Trump budget had penciled in sharp cuts in a cleanup program for the Great Lakes. But, as the New York Times notes, "Social Security, healthcare and net interest now comprise almost 60 percent of all federal spending", a figure that is likely to swell to 82 percent over the next 10 years. This strategy follows closely the fiscal agenda of Ronald Reagan - modern history's most fiscally irresponsible President.

President Donald Trump delivers remarks at the Boeing plant in North Charleston, South Carolina. Trump's proposals on Thursday will be his most detailed stab yet at remaking the federal government after winning his upset victory over Hillary Clinton. But their plan failed. The 2018 budget would "dovetail" with his changes to the 2017 budget, he said.

In order to accommodate Mr. Trump's defense spending increase, Congress would first have to pass another budget deal that would lift the spending caps put in place by a 2011 law. His urge to restore and renovate the USA manufacturing and infrastructure sectors pretty much correlates with the budget proposals, as greater military spending is a time-tested way to improve the situation in domestic manufacturing.

"This is the way things get done around here: You propose something, then you negotiate", said U.S. Rep. Jose Serrano, D-N.Y., a senior member of the House Appropriations Committee.

The president's budget is not guaranteed.
