White House, lawmakers adrift over reviving health bill

After an initial series of meetings, Republicans vowed they were making progress towards a final plan to replace the Affordable Care Act. The legislation would apply only to counties outside New York City. Each side blames the other. Said he was going to do it day one, is going to be one of the first things he signs. He added, simply: "The problem is with Freedom Caucus". Conservatives were reportedly pleased early in the week when it appeared states would be allowed to opt out of most of the ACA's insurance regulations - including rules on what benefits must be covered and whether insurers can charge sicker people higher premiums or deny them coverage. The high-risk pool amendment was actually crafted by Freedom Caucus members and is created to ensure that people with preexisting conditions and other illnesses would still be able to afford coverage even without the community ratings regulation.

Members of the conservative House Freedom Caucus led the charge in defeating the legislation, which they said was too similar to the Affordable Care Act.

Those centrist Republicans have been skittish from the start because they are concerned about the AHCA's consequences for their constituents.

Democrats noted Trumpcare would leave the U.S.'s most vulnerable uninsured, pointing toa Congressional Budget Office report that showed 24 million Americans would lose coverage.

McHenry said lawmakers need a "cooling-off period" to think about where to go next.

Ryan told reporters after a closed meeting with fellow Republicans on Tuesday morning that the renewed healthcare effort was simply in the "conceptual stage right now", and did not give a timeline for having a bill on the House floor.
