Koreans named in draft UN resolution

The United Nations security council will vote on Friday on a USA and Chinese proposal to blacklist more North Korean individuals and entities after the country's repeated ballistic missile launches, diplomats said yesterday.

The Kremlin on Friday said it regretted new sanctions against North Korea by the United States that include Russian firms and a company director.

The council unanimously adopted a US-drafted resolution that put North Korea's suspected spy chief, 13 other officials and four entities on the United Nations sanctions blacklist, hitting them with a global travel ban and an assets freeze.

I took it upon myself to put together a list of some comforting facts that offer a more realistic picture of the situation.

Russian Deputy Foreign Minister Sergei Ryabkov said Moscow was puzzled and alarmed by the U.S. decision and that Russia was preparing retaliatory measures, Russian media reported. While the draft does not call for new sanctions it adds significantly to the list of individuals and companies sanctioned.

The resolution, which was posted online Friday, minces no words, as it says, "the Turkish security forces acted in an unprofessional and brutal manner, reflecting poorly on President Erdogan and the Government of Turkey". Those measures aimed to cut North Korea's annual export revenue by a quarter.

Besides its regular ballistic missile test-launches, the North carried out two of its five nuclear tests previous year - in January and September.

Beijing often rails against the United States, Japan and other countries for what it sees as interference in the South China Sea, insisting it is for claimant countries involved in disputes to work them out.

According to the CSIS project, the current operational missiles North Korea has are mostly short-range ballistic missiles that may hit its southern rival and could reach the edges of its other, Northeast Asia neighbors.

"If the U.S., South Korea and Japan step up anti-missile cooperation, China and Russian Federation are very likely to ramp up joint efforts to counterbalance the de facto mini-NATO in East Asia", said Yue Gang, a retired colonel with the People's Liberation Army who worked on the anti-satellite missile program.
