Why do politicians and judges get paid during a government shutdown?

Republicans leaders made deals behind closed doors to keep the conservative wing of their party in line. Ed Markey, D-Massachusetts.

In addition, an $81 billion disaster relief measure passed in the House has yet to make it to the Senate. Nearly inevitably, the unpassed appropriations bills are bundled up into a big, sloppy salmagundi of spending known as an omnibus bill that allows the government to slog through until the cycle begins again. According to a report, the bill needed 60 votes to pass and it was well short of that number with 48 senators voting against it.

Amid debates over policy issues like defense spending, immigration and health care for poor children, President Donald Trump said a government shutdown would be "devastating to our military" while Sen.

While core functions would not be affected, some Social Security Administration employees would be placed on furlough and minor services would be frozen.

The Social Security Administration would continue to operate on most levels. Doctors will get their medical reimbursements. The agencies with the most furloughs were NASA, the Housing and Urban Development and Education departments, and the Environmental Protection Agency, all of which sent more than 90 percent of their workers home. Other programs like E-Verify, that checks whether an employee is authorized to work in the country, would be suspended.

Estimates varied. But somewhere between 800,000 and 850,000 members of the government's 3.3 million workforce were furloughed.

"If the feds do not continue the program and we decide to maintain it, that's a state resource we'd have to apply to the program, but that's totally speculative right now", Rocco said.

The Office of Management and Budget's website lists contingency plans for dozens of federal agencies.

Kentucky Is the First State to Enact Medicaid Work Requirements
Rick Scott, did not directly answer whether Scott would support work requirements or co-payments for the Medicaid program. The administration said 10 states have applied for waivers involving work requirements or community involvement.

President Donald Trump has expressed support for a Republican-backed continuing resolution that would extend government funding through February 16, but it hasn't passed yet.

"All employees with the Special Counsel's Office are considered exempt and would continue their operations in the case of a lapse in appropriations", the spokesperson said. But after being in government for 33 years, and watching from the outside since 2011, I have to say I agree with the president on this one. Some sections of the website, if not the whole site, may go on hiatus. "People could still walk the park, but all our buildings and services would be shut down".

Hundreds of thousands of federal workers would be off the job, military death benefits would be suspended and the Smithsonian museums would close.

There are also employees or agencies whose work is not funded through Congress that will be largely unaffected by the shutdown. During the 1995 government shutdown, even private companies began to furlough workers as their contracts with the federal government were abruptly halted.

A shutdown would temporarily suspend paychecks for federal employees, and retroactive pay for federal workers must be approved by Congress.

Fourth, contractors should meticulously document the effect of any shutdown on each of their contracts, including costs incurred, so the contract price can be adjusted if and as necessary later to account for any increased costs. President Trump would be likely to spin a shutdown as proof positive of his negotiating acumen and unwavering resolve to deliver on campaign promises; if you are someone who deeply values funding of Trump's border wall, or someone who deeply opposes continuation of DACA, you may applaud the president for taking a firm stand.

On-base schools that are operated by local school districts also would not be affected by a shutdown.
