Dollars aside, the NCAA sanctions are especially painful for North Carolina, where love of college basketball is part of the state's identity and where Duke and North Carolina are perennial powerhouses. Among other things, it repeals the best-known section of HB2: a requirement that transgender people use the public restrooms that correspond to the sex on their birth certificate.

Speciale pushed to delay the vote until Tuesday, saying more time was need for House members to review the half-page bill, including going home to talk with their constituents.

The passage of HB2 past year triggered a massive outcry and prompted businesses, entertainers and sports leagues to boycott the state.

Instead, it institutes a statewide prohibition on equality by banning non-discrimination protections across North Carolina and fuels the flames of anti-transgender hate. The measure has also been criticized by conservatives, who urged the governor to leave the "bathroom bill" intact.
