Senate GOP needs Pence to break tie on family planning funds

The rule had been finalized in December by the Department of Health and Human Services. It took effect two days before he left office.

Passage by the Senate later Thursday would send it to the White House for President Donald Trump's signature. He is expected to sign it. The Obama rule sought to prohibit such practices.

What does this GOP bill do?

There's already a law on the books that bans any federal tax dollars from going to fund abortions at Planned Parenthood or any health care provider.

Students for Life of America (SFLA) brought the banner and carried it behind Planned Parenthood's stage. "New York will not let the federal government's backward mentality stand in the way of women receiving the critical health services they are entitled to by law". If states move now to restrict Title X money, some of the most vulnerable women and families in the U.S. will be hurt by Congress's callous approach to women's health.

Eleven states have passed measures to block Title X funds from Planned Parenthood because its services include abortion, despite strong public support for the nation's largest family planning provider.

It was the "first abortion-related vote in the Senate" since 2015, according to the pro-life group Susan B. Anthony List.

The House voted 230-188 for the proposal, House Joint Resolution 43, in February.

How did the vote go down? The final vote tally was 51-50. In a particularly cinematic twist, in order for Republicans to reach the 50-50 deadlock that allowed Pence to cast the tie-breaking vote, Georgia Senator Johnny Isakson-who had been away getting two separate back surgeries-was flown into the capitol, and reportedly "hobbled into the Senate chamber on a walker" to raise his enfeebled thumb into the sky, having been cleared by his doctors to travel for one day only. Joni Ernst, R-Iowa, and Rep. Diane Black, R-Tennessee, in a recent Washington Times op-ed explaining their legislation. Obama administration officials said it was necessary because thirteen states had tried, since 2011, to limit federal grants to family planning organizations.

"We only need one more vote to stop this bill, which would allow states to dramatically reduce access for women to essential health care services". Title X funds amounted to $286.5 million in fiscal 2016. Maybe", she said. "Do we want to make sure we're prepared if something happens?

"If states like Washington or MA want to distribute Title X funds to Planned Parenthood, this legislation won't prevent them from doing so, nor does it reduce funds for Title X family planning programs".

The Senate's preparing to vote on reversing an Obama administration regulation that bars states from withholding federal family planning money from Planned Parenthood. It would have halted federal funding for Planned Parenthood and curtailed the ability of many low-income women to obtain affordable birth control.
