We face a deadlock in attempts for nuclear disarmament; North Korea is increasing its nuclear capability and this is a shameful demonstration of the impotence of the great powers and the U.N. The Times recommends for China to continue participating in some sanctions against North Korea, but not all. That is a remote prospect at both the political and the technical level but, by opposing THAAD's deployment in South Korea, China may be hoping to nip such a possibility in the bud. A retaliatory strike against South Korea, Japan and US military bases could follow.

The Trump administration has yet to offer any of these options as possible actions. This includes doubts about the Iran nuclear deal, threats by the new Trump administration, and disputes in Syria and Ukraine. Given Pyongyang's sprint toward an operational intercontinental ballistic missile and a reliable nuclear-weapons delivery capability, it would be derelict for the U.S. not to employ its full arsenal of diplomatic and coercive options that includes sanctions, deterrence and, yes, direct engagement.
