US President Donald Trump seeks enormous increase in defence budget

President Donald Trump's budget proposal will include a $54 billion increase in military spending-nearly 10 percent-which is expected to be offset by cuts affecting most other government agencies.

US President Donald Trump said on Monday he is seeking a "historic increase" in military spending to be funded by cuts elsewhere in government.

Treasury Secretary Steven Mnuchin, speaking on Fox News on Sunday, said Mr Trump's budget would not seek cuts in federal social programs such as Social Security and Medicare.

The White House on Monday will issue the outlines of a budget proposal to federal agencies, a document that has largely been drafted by Office of Management and Budget Director Mick Mulvaney, the official said.

As President Trump prepares for his first Congressional address tomorrow night, speculation about his budget priorities looms.

But it remains to be seen how the White House plans to balance increases in weapons procurement, which would send more money to the big defense contractors, with increases in personnel spending, which requires putting money in housing, chow halls, uniforms and medical care. "So I think that might be my highest and best use", he said.

Trump's call to Congress to ramp up defense spending comes as Mattis completes a plan to accelerate the fight against ISIS in Iraq, Syria, and throughout the Middle East.

Making his announcement via Twitter on Saturday, he wrote: "I will not be attending the White House Correspondents' Association Dinner this year".

What's supposed to happen then is that the appropriations committees in each house pass specific spending bills authorizing money for various discretionary activities, including defense and any non-defense spending that doesn't go to "mandatory" programs such as Social Security or food stamps.

This is while, according to Representative Mac Thornberry, the House Armed Services Committee chairman, even the new budget is not going to be enough to fix the damage done by the administration of former president Barack Obama. "The president's plan is a blueprint, but it's a Congress-driven process".

Trump's prescription is to let Obamacare "be a disaster.because we can blame that on the Democrats and President Obama". But many nondefense agencies and foreign aid programs are facing cuts, including at the State Department.

Even without having seen the budget figures, environmental advocates were skeptical the Trump administration's EPA would be effective.
