What's at stake for NY in federal health overhaul?

While Rep. Elise Stefanik remains uncommitted about her vote on the American Health Care Act, she fully supports an amendment that would ease the Medicaid burden on local counties.

They said the bill "does not meet" goals set out by President Donald Trump about state flexibility and making sure people are covered. The Republican plan will leave 2.7 million New Yorkers without healthcare and cut $4.7 billion from the state's Medicaid budget.

The GOP members said in a joint statement Tuesday that the plan would no longer require counties to pay a portion of Medicaid costs in NY, bringing property-tax relief to constituents.

NY raises more than any other state in the nation from its counties to fund its $27 billion Medicaid liability and ranks second-highest in the nation in both Medicaid spending per year and spending per Medicaid beneficiary. John Katko and Claudia Tenney.

Assemblyman Brindisi says he's hearing the state could lose between three and six billion if the affordable care act is repealed. But New York has one of the costliest per capita Medicaid tabs in the country.

The amendment added to the GOP health-care bill in Washington aims to garner support for the controversial bill from upstate GOP House members, and it was crafted by Reps.

Collins' release calls the $7 billion New York raises from local governments - including New York City - "the largest amount in the nation".

Also, counties have little say in what Medicaid programs are available to residents, yet each of the 57 counties outside New York City have to administer it - creating inconsistent services for patients.

With the change, the target range for the federal funds rate will go from 0.75 percent to 1 percent. But the Federal Reserve is hesitant to jump onboard with a rosier economic outlook just yet.

The Senate minority leader said the GOP's replacement of the Affordable Care Act is a "modern-day Trojan horse" that will deprive over a million upstate New Yorkers of health care coverage, including seniors, children, individuals with disabilities and those receiving treatment for opioid addiction.

"There's plenty of time, in my view, for the state to reformat its own Medicaid system", Faso said.

Some 18 states require their counties to contribute to Medicaid, but New York State demands the most by far, according to the National Association of Counties.

An analysis by the state Department of Health showed that if the money were cut from Medicaid, hospitals in Faso's 19th Congressional District would lose $13.7 million in funding.

They find themselves aligned with conservative billionaire brothers Charles and David Koch, who have pledged millions in campaign dollars to Republicans who vote against the bill.

"Either, we could pass on the devastating cuts to our hospitals, nursing homes and the 40% of New Yorkers who now receive Medicaid and health benefits". In New York, the combined hit would total almost $7 billion, Cuomo said. Cuomo said. "Rather than swearing allegiance to the Ryan radical right, why didn't they think of representing the people of their district?"

Faso called Cuomo's statement "absurd", "unfortunate", and "reprehensible".

Many Republicans praised the bill as badly-needed mandate relief, while critics claimed it would shutter hospitals and care facilities throughout the state and gut healthcare for the elderly, poor and those with disabilities. The amendments are an attempt to sway wary conservatives and moderates, but a coalition of House hardliners said they were not persuaded.

"It's an incentive to the state government to take the program back to where it belongs, and that's at the state level".
