House Republicans reveal health care amendment details

"The latest proposal I made was just trying to bridge this divide between people that are holding two important views: people that are saying 'we're not going to fix health care unless we bring the cost down, which means we have to give the states some flexibility, ' and people that are saying 'we can't pull the rug out from under people that are vulnerable", MacArthur said. According to him, Meadows told Freedom Caucus members to "vote your conscience".

Until five months ago, Upton, a Michigan Republican, chaired the Energy and Commerce Committee, which has jurisdiction over much of health care policy.

But it would amount to a bill moving in the legislative process ostensibly to accomplish something Trump and the Republicans promised faithfully to get done easily and dispatch. But there is still little proof that the amendment will finally be the breakthrough that gets the health care bill passed in the House.

Lawmakers received the text of the amendment last night, but a rough outline of the plan was leaked to the press last week. In exchange, states would have to provide high-risk pools that fund coverage for those people, and insurers would be able to charge them more. The guarantee to cover those with pre-existing conditions and coverage for mental health and maternity care are among the more popular aspects of the Affordable Care Act.

"Even the proposed state high-risk pools would be an inadequate and underfunded solution to a problem that need not exist in the first place", Sister Keehan says.

The House Freedom Caucus, whose lack of support blocked the first Republican plan from going to a vote, now says it's on board with the bill, thanks to a recent amendment.

Leaked Trump draft order blames NAFTA for 'massive' wealth transfer from US
President Donald Trump has signed an executive order that will roll back restrictions on oil drilling in the Arctic. Then, in March, the administration sent a draft letter to Congress spelling out plans to renegotiate NAFTA.

Although MacArthur is a co-chair of the Tuesday Group, he has largely been negotiating with the Freedom Caucus on his own.

The revised bill has swayed influential conservative groups, however. The fresh backing from that group exhumed the bill from the legislative graveyard, but leaders need moderates who've resisted the effort to jump aboard. So let's do what we said.

Because of our engagement, because we held out, because we got involved in this debate over the last eight weeks, you now have legislation where all the Obamacare taxes are gone right away. Trump also said the health care legislation is "changing".

To be clear, this is not full repeal and it is not what Republicans campaigned on or outlined in the Better Way agenda.

Leadership views the progress made from the amendment as an encouraging sign, but the vote count remains fluid, the aide said. The payments are a major way Democrats ensured low-income people would be covered under the Affordable Care Act, but with a new Republican administration, their future is uncertain.

The statement continues: "In addition, the legislation drastically changes and cuts $880 billion from the Medicaid program, leading to reduced coverage and affordability for millions of our nation's most vulnerable populations". MacArthur is a leader of the roughly 50 moderate Republicans who make up the House Tuesday Group, but it is unclear whether he has won over many of their votes, and he conceded that some "are struggling to get to yes". GOP leaders continued to discuss the effort with members over the weekend, but some question what makes this effort different from the previous failed attempts. Or, if the bill narrowly passes the House, it may well meet its demise in the Senate, where a bloc of Republicans have the votes to defeat the measure unless their demands are met to protect their constituents who rely on the ACA's Medicaid expansion.

Use this easy page to call, tweet and Facebook the moderate House votes. "It doesn't strike me as the most politically savvy provision to include", says Sabrina Corlette, research professor at the Center on Health Insurance Reforms at the Georgetown University Health Policy Institute.
