Milwaukee protests: What happened where

The police department and other media were also quick to dig up Smith's arrest records, which showed mostly misdemeanors.

The neighborhood on the city's north side erupted with protests and violence Saturday and Sunday nights after an African-American man, Sylville Smith, was fatally shot by a black Milwaukee police officer Saturday. They targeted police with gunshots, rocks and bottles. At least 7 officers are reported injured from thrown concrete and bricks.

Bullets struck an armored police vehicle's windshield, and a rock broke through a police auto windshield, sending glass fragments into the eyes of two officers, the chief said. If police officers want to act like they are above the law, then they should work in the mindset that protecting their own life does not mean destroying another's. "Protests are certainly the right of every American, but violence such as looting, burning is never tolerated", Archbishop Listecki told the Catholic Herald in an August 15 telephone interview.

Flynn activated the department's 150-member crowd-control team Sunday night, and Gov. Scott Walker put the National Guard on standby.

But they were not called to the areas of the latest disturbances.

The businesses that burned included a BMO Harris branch, a BP gas station, an O'Reilly Auto Parts store and a beauty supply store.

Individuals attending the rally fired dozens of shots, apparently in the air. The two young men (both aged 23) in the vehicle unexpectedly decided to make a run for it, and one of them, Sylville Smith, pulled a semi-automatic handgun as he fled. It's in the custody of the state Justice Department, which is leading the investigation into the shooting.

Smith's mother, Haynes, said he had a licence to carry a weapon because he had previously been shot at and robbed several times. He was taken to a hospital, but Flynn said his life was not in danger.

' I didn't even have a Facebook to tell my brother I love him. They stated that the victim was a black man and that he did have a gun in his hand.

Smith's handgun, along with 500 rounds of ammunition, were stolen during a burglary in nearby Waukesha in March, police said.

Milwaukee protests: What happened where

Mr Flynn said that while police came under fire on Sunday night, "none of our officers returned fire".

Fearing for his safety, he was now staying with relatives out of town.

The 24-year-old officer was put on desk duty.

Fred Royal, president of the NAACP's Milwaukee branch, noted that the recommendations would not be legally binding, unlike those for cities such as Cleveland, Ohio, where police use of deadly force and other practices were being scrutinized under so-called consent decrees - settlements without a final ruling by a judge.

Mayor Tom Barrett says the city will more strictly enforce the ordinance at 10 p.m.

"Last night was unlike anything I've seen". Police haven't said who shot the man, but that they continue to look for suspects. Officers got in their cars to leave at one point and some in the crowd started smashing a squad car's windows.

The body-camera footage has not been released.

Although it is an established fact that the 23-year-old Black man had a gun in his possession, the findings never said he pointed it at the cop or fired it.

Walker previously called out the National Guard in 2014 during protests over the police killing of Dontre Hamilton.

By most any socioeconomic measure, Milwaukee's majority black neighborhoods lag far behind the white, a trend that has grown more acute since the deindustrialization of the 1980s.
