"The new South Korean government will actively communicate with China on these issues and seek appropriate resolutions", the statement quoted Moon as saying.

"In South Korea, what defines you as a conservative or progressive candidate comes down to your policy position on foreign policy", James Kim, an worldwide relations expert at the Asan Institute for Policy Studies in Seoul, told Sputnik.

In his conversation with Abe, Moon pointed out that most South Koreans don't accept an agreement Japan made with the Park administration in December 2015 to compensate women who were forced to work in military brothels during World War II. As for curbing North Korea's nuclear and military ambitions, both leaders agreed they should be willing to negotiate with the regime, but also enforce sanctions if necessary.

In addition to vowing to "ruthlessly punish" anti-state criminals, North Korea is also denying consular access to the American detainees, the Department of State revealed, adding that the recent string of detentions highlight "the risk associated with travel to North Korea".

Moon's victory reverses more than a decade of conservative rule that has seen strong ties with the USA, which maintains about 28,500 servicemembers in South Korea.

The last time that Han appeared to brief foreign diplomats in Pyongyang was last December, to present North Korea's response to the latest round of United Nations sanctions after its September 2016 nuclear test.
